My 3 week newborn seems to cry alot?

It seems that if she not sleeping or eating she is crying. I change her diaper, burp her, etc. and she still cries. I don't think she it's colic because her cry is not continuos. She'll be calm for a few minutes and out of the blue she'll cry for a few minutes then again is calm. Sometimes she doesn't cry at all it more like she is complaining. She'll make all kinds of noises. Is this normal newborn behavior or is something wrong with her?
