Why do modern progressives promote ignorant and stupid people to vote?

The progressive movements of the 1920s were against corruption and favoritism but established income tax. They also wanted a vote tax and a literacy test for voters. Now, the progressives support illiterate and welfare sucks along with increasing taxes, fees, and regulations.
