IM VERY SCARED SOMEONE HELP?

i have a yorkshire terrier and it lives outside. my grandma hates dogs so he had to stay out there otherwise hell get hit. i dnt like that and i spend much time with him and he likes me but now its only once a while i play with him and give him showers weekly... on rainy days or cold days he freezes like alot and i put him in the garage with my cousins or in my room but my grandma dnt like it and puts him out again. the reason why she dnt like dogs in the house is because they "stink"... the reason of that is cuz theyre outside and thats it. i give him showers and he smells like wet dog and it suks but after a while he smells like soap and its nice but its after a hour so theres no way he can be inside anymore.... he has a black kinda gunk on both eyes and is not liking me but i know i care but nothing to do... my cousins are movin to a house and he can live with them and have his own room but thats month... how do i make him healthy till then? HELP PLEASE.... many ppl say he might die soon... im scared
