Is this a human rights infringement?

I saw a news article on this. There were a list of names that parents had called their children and were ordered to change. One of them being "number 72 bus stop" or something to that effect. I think its a bit rubbish that any parent would inflict such an awful name on their child. I think its perfectly fine for them to be "ordered" to change the childs name because although they have rights as the childs mother what about the child. Imagine the bullying it would get these days! Yes they can change it when they are older but its just silly calling your child after a bus stop or a band or whatever just because YOU like them. You have to think of the children in the end. I got mocked all through secondary school just because of my surname and it wasnt pleasant!
